Following are the steps:
Setup the survey in your account.
Go to:

In the popup check mark the check box for the users to whom you wish to grant Edit access for the survey in that folder.

Click on the save changes button.
Users who have been granted Edit Access to the survey will be able to access the survey My Company Surveys.

Allowing Edit Access to your survey, gives other users permissions to DELETE / UPDATE questions as well as send out invitations to the surveys. It also allows users to create reports etc. i.e. EVERYTHING you can do with your survey, the user will be able to do.
